AC question and Intermittent noise coming from air vents

Hey everyone,

I have a 1976 Cutlass Supreme with the 350 and factory AC. The owner before me removed the AC belt and did some rerouting of the coolant lines (capped one off coming from the water pump) and put a shut off valve going to the heater core. I’m wondering what I need to do to get the AC running again?

also, every once in a while, like every third time I drive it, there is a very loud and obnoxious sound that seems to be coming from the vents when they are not even on. The only way it stops is if I turn the blower on full blast and it gets a little louder before going away. Any idea what this could be?

Thank you all in advance.

From what you described about the hoses, it sounds as if the PO disconnected the heater. This has nothing to do with the AC. You would need to put the belt back on and verify the refrigerant charge (high and low side pressures) for starters.
