I'd start at the switch, which is known to be prone to failure, I'd jump each motor wire to hot and see if the top motor runs on each (not both together 
), then move backward, but I guess it's six of one, half a dozen of the other, because it's either pull the rear seat to access the motor, or crwal up under the dash to access the switch.
Rob (lady72nrob71) has a good thread about disassembling and cleaning the switch.
