I don't have the 71 trim codes handy but for 1972, TR992 was a green vinyl bench seat used in the Vista Cruiser and TR982 was a green cloth bench used in the Cutlass Supreme Holiday Coupe.
Welcome to C.O.!
Whoever told you they were only repopped in vinyl is telling you the truth. One of our members has a 72 CS with the same issue. She sent to Legendary and got them to send a sample of the cloth they could use to redo her seats. IIRC it was close, but the cost to reproduce just the front seat (including the vinyl trim/piping) was around 800.00?? I know it was super pricey. Maybe you could check your local upholstery shops and see if they can source out the cloth or give you a better price.

SMS Interiors sells the material, but as Allan noted, you'll have to pay someone to stitch the flat goods into a seat cover (or learn to do it yourself). Unfortunately, green cloth bench seats aren't particularly popular for restoration, so there isn't a lot of demand for the covers.
