Yes, It codes out as follows:
P = Muncie
0 = 1970 model year
S = November (1969)
21 = 21st day of Nov
B = M21 gear sett
P = Muncie

No, Muncie marked the model year on the trans. From the marked month and date, we know it was actually built in the calendar year '69. If it had Month and Date of 01/01 (or later), we would know it was built in both the MODEL and CALENDAR year of 1970. Later in the 1970 CALENDAR year they began manufacturing the 1971 MODEL year transmissions, etc.
