That's a '65, isn't it? It's not a '64. As far as bumpers, no one makes new ones, so good used is your only choice. Keep an eye on ebay as well.
As far as interchanging with other years, if you're talking rear bumper, no chance. Just do a little google image searching. The rear bumper of the '65 Delta is completely different from the '64 or '66. There was no Delta in 1964, by the way. The 88s that year had different names (Dynamic, Super, and Jetstar).
Here's a '65.
Here's a '66.

The differences between the '64 and later body styles is like night and day, and you can tell at a glance that the OP's car is not a '64. 1964 was the last year of the straight-rear-fender, slab-sided design while '65 and later introduced the "coke bottle" design with the curve upward over the rear wheels.
In looking at more photos, I think the OP's car is actually a '66, not a '65.
Here's a page out of the '66 brochure. It's a hardtop, not a sedan like the OP's car, so the rear pillar is different, but the trim along the bottom edge of the fenders and doors is identical.

Sorry, Had 64 on the brain ( other projects) I'll go with 65 , the rear bumper matches the 65 picture. Any chance there are any mod kits out there? Doubt I'll find an original.

Your good news is all 1965 B-body Oldsmobiles (88's and Jetstar I) use the same rear bumper. You bad news is they still aren't easy to find. Look for rot in the taillight area and especially in the bumper bracket attachment area.
Starfire and Ninety Eight rear bumpers will NOT work. All series full size use the same FRONT bumper.
