68 Cutlass ignition switch and light switch threaded benzel cup removal

Happy Independence Day! Anybody know how to remove the threaded cups from the headlight switch and the ignition, when they are super stuck? I tried the screwdriver and hammer method and just fiction from my fingers, but they seem like they’re seized up. I made a pretty good copy of the removal tool with little set pins, welded through a washer then welded a nut to the washer, but that didn’t work either. Wondering if someone might have glued them at some point or if something spilled on them and glued them in place. How would someone remove these for replacement if you can’t get them out even with the removal tool? At this point, I’m OK with cutting / breaking them. I just don’t wanna break the dash panel itself. I tried penetrating oil as well.
