The holes in the mirror base are for the allen wrench. Unfortunately, you can almost guarantee that the screws are seized in the mirror base. In the event you try to loosen them, remember that you are turning the small end of the screw, not the head, so turn CLOCKWISE to loosen. When you are done stripping out the allen recesses, get a block of wood and a "Ford tool" and hit the mirror rearward. A few good wacks and the mirror will disengage from the keyhole slots in the door.

There is nothing you can access from inside the door. More to the point, there's a plastic gasket between the mirror base and the paint. I've had to use the hammer and wood block on every car I've owned with this style mirror, most recently my 69 wagon. The paint doesn't get damaged if you take care.
