Is it fixable?

Bear with me on this description.

The part that covers the seat belts are flaky. So if you rub up against it it flakes off and leaves flakes on your shirt. Kind of like the stuff under a headliner when you rub it.
If you know what im trying to describe, is that fixable? Can it be painted? Thanks

It's certainly possible to refinish them, but before you do that, why don't you take a look at some reproduction seatbelt covers? I know Year One has them because that's where I got mine. Can't give you a full review as I haven't installed them yet, but they look pretty good.

What year and model car? Are you trying to describe seat belt retractors, harness pieces, or channel slide?

85 delta 88. It covers the retractor. Its a long piece that goes down the b pillar.

It's the same part from 82-85 (Delta Sedans, 98 Sedans and Custom Cruisers). It might even be the same for the 82-85 Chevy and Pontiac full size (sedans and wagons)
I don't believe these plastic pieces are reproduced.

By coincidence there's an 85 Delta Royal 4 door at the boneyard here. Probably won't be here long because it's been in inventory since April 7.

Those plastic pieces can be refinished. I sanded and painted the lower B pillar covers on my 71 98 because they were deteriorating the same way. Use a name brand plastic paint you can find at the hardware store that is a close color match. Check it out!

Thanks, I had a local upholstery shop redo it for me. It won't win any concourse competitions but it looks good.
