W-25 frame - hood pin holes

I have an OAI hood that has a "new" metal frame underneath - a replacement from a standard hood. All is great as I begin to finish everything, but I need to drill the holes for the hood pins and retainers. What would be the best method to do this? It's a pretty big hole (is there a reference to the hole size somewhere?). I was thinking a step drill bit, but do I have the depth needed before hitting the hood skin? Thoughts?

I need to drill this hole ⬇⬇⬇

The step drill simply fits up through the hole in the fiberglass where the shaft of the hood pin sits.

I suppose if I didn't overthink things, I would have noticed this.... But I'm glad to have your thoughts that a step drill would be the way to go.
