Should be. L was used for the 4 speed coding. If it was a 3 speed manual the code would be 'B'

OK I think I will start a new post in the Large Olds section. I have bought a pretty rare 4 speed convert. Pictures over there.

No. Not in '64. Codes *generally* were the same from year to year, but not necessarily. One cannot presume they are the same from year to year. (Which happens to be the same situation for RPO codes too.)
There were no 3-spd manual floor shifts in any Olds in '64. And there was not a data plate code for a 3-speed manual.
