Use SEM Landau Black. It's a vinyl paint that works fine on properly prepared metal and is a perfect match in color and sheen. It will take a number of coats as it goes on pretty thin.
The top of the dash is flat black and the lower section is semi-gloss. So above the dash pad is flat; below the pad is semi gloss. I use Krylon Semi Flat for the semi gloss portion and it matches perfectly and it sprays very well. The column is also semi gloss.

Getting ready to finish up on the inside and need to paint my lower (and upper) metal dash portions. I've always been under the assumption spray can paint can be fairly fragile under normal use. Hate to do all the prep and paint work only to have it get all scratched to hell in a few months and have to do it all again.
Also, any specific recommendation for the flat portion on top? Or just any ol' flat black?

Be sure to prep the metal with a good cleaner. I remember doing my dash in the 68 and it “fish eyed” like hell. I would wipe off the fresh paint with lacquer thinner and do it again to no avail. I think I went through a can of paint with the same poor results. Frustrated by then I called an old guy and asked him what was going on. He said he ran into this problem as well. He said it could be Armor All is in the pores or something to do with the dash metal? His solution was to take it back down to metal then prep-sol it. Then bring it back into paint with many light "fog" coats. Took several hours with the light fogs but it came out great. That was a rattle can of Krylon 30 years ago and I still have that car and the paint still looks great. I don’t let the keys slap on the dash but you don’t have that worry with a 69.

Hey Brian, how have you found this paint to be durability wise? I've sprayed my heater box and a few other parts with it so far and like it, but none have been subjected to any kind of use.

The paint I recommended is an enamel paint and it will be just fine. Use common sense and it will last for many years. Droldsmorland raises a very good point about fisheyes as this can happen if someone was using Armor All or similar as he mentioned. Wipe the area with a wax and grease remover several times before you do any sanding and again after you sand and give it a try. If it fisheyes, you can try cleaning it a few more times or you may have to strip it. As for the flat black, that brand of paint is also offered in Flat Black and that should do the job just fine. Sand the lower areas to be sprayed with the semi-flat with 600 wet paper to get a nice finish. You can start with 320 but finish it up with 600 so you don't see sanding scratches.
