does anyone know where I can get a rebuild kit for a factory power antenna off a 69 cutlass

Thats a hard one, but if I was in your shoes, I would look in Hemmings Motor News for that service. Good luck, Tom

I would be very surprised to find out that a formal rebuild kit is made for these. At least, I've never seen nor heard of such a thing.

Much more likely, I would think, would be that you would find in Hemmings someone who offers a rebuilding service and who could rebuild it for you if you sent it to him.

I was curious so I checked at Hemmings online and there actually is a guy who rebuilds them.

Yes, there's people who can rebuild most anything, from engines to seat belts and everything in between.
