No big deal, it's actually a pretty easy job.
If you want to change the steering wheel or ignition switch you'll need a steering wheel puller and lock plate remover tool.

The only "How To" is the 1971 Oldsmobile chassis service manual.

If you promise to get the car's instructions in the future... I'll tell you that if you register at Wild About Cars Online then go to the downloads section you can look at the '71 service manual.
The column removal and installation instructions start on page 9A-60 in the steering section.
