This is a standard wheel on a 1970 Cutlass

thanks, Matt

Standard steeling wheel process.
Remove the horn pad. Two screws from the back - usually phillips, sometimes someone put in a sheet metal screw with a hex head.
Disconnect the horn contact by pushing in and turning to unlock it. (it'll make sense once the pad is loose)
Remove the big nut.
Use a steering wheel bolt puller. You can rent them at parts stores. Cheap ones are fine.

Install is the reverse except you don't need a puller or anything. Just slip the wheel on and get real hard on the nut - 30ftlbs or more.

You're missing figure 9A-2 in your Chassis Service Manual, which shows that there are spring clips in the center of the horn pad. Pull the pad down towards your lap and then out away from the wheel.
