A rust free would be nice, but is this car worth the price. I don't want to spend much more. Just want something to cruse with the family that looks nice. Have to buy the wife a new car as well.
I wouldn't go north of two or three grand for a car that is going to have to be completely stripped, welded, and repainted within a few years.
I have no idea of the condition of the suspension, drivetrain, etc., but that would obviously influence the value. Without evidence to the contrary, the default assumption is that all of that looks pretty, but is worn.
This is a convertible, but otherwise, as a full sized Olds, it is not particularly desirable.
You'd be much better off with a slightly beat-up or aged original in good overall condition. As it is, with this car, you have no idea what is under that paint, but since it's bubbling already, you can bet it's not that pretty.
If you start pricing out the amount of work that this car will require, you will see that, financially at least, buying it at that price would be an exercise in self-destruction.

The red one above. I understand it's shiny, and it's better than what you found previously. You have to look at it a bit closer. From what I can see it has a considerable amount of bondo in it. The guy put an inexpensive paint job on it and it will probably stay shiny for at least 3-5 years, however those rust bubbles are gonna come through and it will get ugly fast. The interior needs some work on the upholstery.
My opinion is based on it needing front end work, body bushings, and the current condition without knowing how the powertrain is. I think it's worth about $5-6k and will take another $6k to make it a really nice car. The current owner is going to tell you your on crack with your offer, but it is what it is and you didn't do the crap job of building the car. Leave the nice man your number and tell him if he changes his mind to call you. I would also tell him that you are looking for a car and are serious so don't wait to long, smile shake his hand and leave.

The Starfire looks more original, though it's impossible to assess the paint.
The interior looks like it was done well, or is original.
The Cutlass looks pretty good, once again impossible to assess the paint.
Cutlass values are higher than full-sizes (way too high in my opinion), but I can't really say much about the $14,000.

edit: I mean the Starfire in the link, not the car that is pictures above)

I'll try not to come off as a smart *** as well but here goes.
Whether you buy a car with a few rust bubbles or one with a bunch of rust holes, you're looking at the same amount of work. You might get the car you're looking at for your $6k offer. In three years it will need a total restoration. The same type of car for $3k with visible rust holes will need a restoration now.
Is it worth $3k to you to drive a crappy looking car for three years?
It's your choice

I totally understand buying what you can afford. It took me 8 years and another $15k to do mine and that was after buying and selling a lot of parts to pay the other $5k or so. I easily had $23k into it by the time I was done and that was doing everything myself except the engine and paint.
Building a car is not for the guy weak of heart and wallet. Any car bought for around $5k will ultimately cost easily between $10-15k more when it's all said and done doing most of the mechanical work yourself.
my opinion
That was a bad idea. Now he may take it & if you are a man of your word you will be obliged to buy it.
Put this car in your rear view mirror. If you have money burning a hole in your pocket you can easily find far better cars than this to buy.

Guess my convertible is on hold now. Just bought my wife a Volkswagen touareg. Since I will be gone west to work for the winter, she needed a new vehicle to drive to the city for doctor appointments for our son. Thanks for all your help with a convertible.
