I'll give it a go.

12C = time build code = December (12), third week of that month (C), 1964 (1964 because production of the '65 started in August 1964).

Your car was built at the assembly plant in Lansing, MI.

ST 65-33867:
ST 65 = style/model year = 1965
3 = GM division = Oldsmobile
38 = model series =F-85 Cutlass
67 = body type = convertible
BODY BF 307 = assembly plant of Lansing MI (BF) with Fisher body number 307 (this number has no relation to the VIN)
TRIM 955 15 = red vinyl interior with bucket seats
PAINT A1 A = exterior colors; the first digit is the lower body color and A1 perplexes me - I think it is ebony black but I'm not sure; A for an upper body color (or, in your case, the convertible top color) also perplexes me as it should be a number. I'm wondering if your real code here is "A 1" which would mean ebony black for the lower body color, with a white convertible top.
ACC B70 9804: The B70 is an option code for instrument panel safety padding. I don't know what ACC or 9804 mean.

Others will fill in the blanks or fix my mistakes!

Lansing, MI. Lansing is on the tag because OLDSMOBILE's HQ was in Lansing
ST 65-33867:
ST 65 = style/model year = 1965
3 = GM division = Oldsmobile
38 = model series = F-85 Cutlass
67 = body type = convertible
BODY BF = assembly plant of Fremont, CA (7th digit of VIN = Z)
307 = convertible unit body number 307
TRIM 955 15 = red vinyl interior with bucket seats
PAINT A1 A:
A = lower exterior paint - "ebony black"
1 = convertible top color - white
A = wheel color - "ebony black" (usually black wheel indicates full wheel covers, but it could be "poverty caps" as the car is "ebony black")
ACC = accessory
B70 9804: The B70 is an option code for instrument panel safety padding. I don't know what 9804 means.

Awesome guys! So, being there is no 4V, this car absolutely is not a 442?!

Being a Fremont car, a 442 would not have the 4V. In '65 that would only apply to a Lansing car. Lansing cars list accessories body codes, Fremont does not.
The last thing to add to your decode is 9804. That is the "manifest number". That number shows up as such on the build sheet.

There is no way to authentic a 442 from the cowl tag on a Fremont car.

Ahhh, OK Kurt, now I am getting it. The car I'm looking at has everything that would make it a 442, less the original engine, or any paperwork.

Here it is....

The rear end does not look correct, but interestingly the half boxed arms *are* correct for '65.
