Your cowl tag is a pretty easy decode:
ST 71 - 1971 model year
3 - Oldsmobile Division of GM
42 - Cutlass Supreme
67 - Convertible
LAN - Produced at Lansing Michigan
451920 - Fisher body number (not related to VIN)
TR 980 = Black vinyl trim - A65 split bench seat with center fold armrest
PNT 11 B Cameo white with Black convertible top
06E - produced on the 5th week of June 1971 (prolly close to the end of 71 production)
