I had my Chevy stolen like that. I have started the car with a screwdriver to get it out of impound and to a GM dealer for repair. I had a bunch of old guys in Nashville happy to work on my old ride to get it running again.
The problem I have with the criminal justice system is that the punishments do not prevent recidivism.

You must address the risk for future imprisonment early in life. It should be no surprise that there is a strong correlation between being a high school dropout and the future risk of serving time.
"About 75 percent of America’s state prison inmates, almost 59 percent of federal inmates, and 69 percent of jail inmates did not complete high school. (Note: In most Southern states these percentages are higher.) Dropouts are more than eight times as likely to be in jail or prison as high school graduates. (www.silentepidemic.org, 2008).
