This is yet ANOTHER reason I don't care to watch the Barrett Jackson auctions
or the Mecum auctions where people are getting ripped off daily. It's one giant hustle.
Combine that with 5 digit odometers and you have a market oversaturated
with bullsh** claims on vehicles only have X amount of "Low" miles.
My 442 clone's gauge reads 6700 miles....
I myself know DAMN WELL that a 40 year old car has more then 6700 miles on it.
But 9 out of 10 cars sold at auctions make these BS claims of low all original miles.
I'm sure I could sell my gauge to some guy making a fake 442 that he plans on
restoring to new condition and trying to sell it for a huge chunk of change, with
the claim the car is original with only 6700 miles on it.

I just got a reply back from http://www.datatags.com/ they said $275 for a replacement tag but the VIN on the frame would have to match the VIN on the title.
Is there a spot on the frame that is stamped with the VIN number?? If so where would that location be??

There must be a diagram some where ...
Thats what many people have told me. Is it not located anywhere else on the body or frame??? I have heard people talk about it sometimes on the firewall under the blower motor cover. I don't think I will be pulling the body off to get a picture of it.

As far as the circumstances go I purchased the car & am ok with everything on the car. I just want to fix the registration issue if I can find out the correct VIN. I just keep being told that the VIN is on the bottom left of the POP card. If that is the case then its very confusing cause even the number on the POP doesn't match the normal Olds format. LOL Head Spinning.
Is that $275 for a body tag/data plate or a VIN tag? If they mean body tag, it has no relationship to the VIN. And if it is a VIN tag, is it even legal for them to do it, and what do they mean by "VIN on the frame would have to match the VIN on the title" What form of proof do they require?

So based on the book and everything I have gathered including pics of other 1966 98 LS vehicles. My VIN should be ( 386696MXXXXXX ). As far as all the info I can gather. Stamped on the frame will either be the full VIN or a VIN derivative that should include at least the last 6 of the VIN. As long as I have the last 6 I can figure the rest out.

I think I may have figured out what is up with your car. I think it may be a theft recovery car, and has been assigned a new VIN by the Canadian BMV.
Facts:
1. Your regular VIN tag is gone.
2. You have a Lansing built car.
3. You have a very odd Canadian plastic POP.
4. Your title matches the POP.
Your car would have/should have come with a standard (2) metal plate POP, not the one you have.
A re-VIN is the only thing that makes sense. If that is true, you're in good shape and quite legal.
I suggest you take the POP to your BMV and ask them if that was issued as a re-VIN. And keep asking until you get someone there who knows, not just some clerk.

Thats one of the things I was thinking as well. I think I will go tomorrow and get a vehicle abstract for that VIN. It should list every owner back to when the car was new. If it doesn't go back to 1966 I will know something is up and approx when the car was first registered with this VIN.

When I get a chance maybe next summer when things warm up a bit I will try to get a look at the VIN on the frame. If I can get that I can run another search on that VIN and see whats up with it and if possible get it changed back to the original VIN.

I'm inclined to agree with you. The name on the Plastic POP matches the first registered owner in 1972. However the date on the POP says (11/23/65) which leads me to believe he was the first owner of the vehicle and the VIN was changed in 1972 to this new weird VIN.
