That's a straight Olds. Just make sure it runs and drives good. Check along the bottom and in the trunk for rust.
In 72 the Tiffany Edition of the 98 was available. These had a gold key and Tiffany clock in the dash. I imagine they also came with special documentation. I don't think the padded velour interior was available in the 98 until 73.

Good luck. Obviously, the seller doesn't know anything about selling a car. Otherwise, he wouldn't take pictures of the car sitting out in a barnyard with junk sitting all around it. It does look like a pretty decent car.

I love land yachts I have owned a few a 1969 Buick Electra 225 convert. and a 1972 Buick LeSabre there is just something about a big cruiser that appeals to me !!

Once I build a garage, I may look for a creampuff example of one like this. Old lady cam 455, highway gear. Maybe a convertible. 21 feet of blue steel and sex appeal. Oops, says here 1970 was last year for convertible. I can be like Billy Gibbons and get driven around by a beautician and other hotties.

The wheel covers or SS IVs were the only options for wheels for that car from the factory. Later SS IIIs were 5x 4.75" bolt pattern so they wouldn't fit without bolt pattern adapters. The wheel covers on that Olds are the OE luxury wheel covers for 98s. They had different 15" wheel covers for Delta 88s and Cutlii.
FWIW, I think the price isn't too high given current COVID prices. As long as it runs well and has no rust. Maybe you could test drive it and offer him $9k and meet in the middle...

A deciding factor whether or not to pursue this is as Koda mentioned would be the anemic camshaft probably in it. Is there an off the shelf unit somewhere that would increase the power on this car without getting too much into other valvetrain mods.? A cam only swap that would net some gains along with a gear change out back.

These cars bone stock are wheelspin machines right out the box with the 2.73 standard gear ratio. Like straight through intersections you will have to let off the gas in order to gain traction. Mine ran like that with just over 100,000 miles. If she's not running like that something is wrong ...
However power and quickness are 2 very different things. A cam swap alone will make for a modest power bump. But she's just too heavy to get quick that way. An all out build would be needed for stock 442 like performance, plus the drive-train mods that will help you get there.
Are you familiar with cars like these... You may like the way she feels already. Dual exhaust and a significant gear swap, will sound and feel great.

A very mild RV-type cam might be good but I wouldn't go beyond that. All a wild cam will do in that car is mess up your torque curve, unless you do numerous mods (carb, intake, heads, gears, headers, exhaust, etc.) to support it which will all amount to cubic money. And then it still won't be very fast because of the 4600-odd lbs. you're hauling around.
