Very little - you've got to torque it through its curves, but it should be possible to twirl it between your fingers with a little bit of force (with the cable straight, it should take essentially no force).
Sounds like it's binding somewhere.
It's NOT connected to the transmission yet, right ?

You know what the answer is going to be:
Take it out, make sure it turns, pull the core out, check for kinks, make sure it's well lubed, then try to turn it every time you make a bend as you install it - you'll find the place where it's hanging up.

The cable is new and spun fine etc. Speedometer in dash didn't have a cable hooked to it and the old cable was laying on the floor, probably for a good reason it appears. Thanks for the input, I'll have to take the housing apart and see whats hung up or broken.
