Previous owner left something attached to the frame. Anyone know what it might be?

Previous owner left something attached to the frame. Anyone know what it might be?

The car is a 69442 automatic car, console bucket seats. It looks like it has been tied on there with a piece of wire for decades. I looked in the manual and didn't see anything and I don't think I've seen anything like it before. Just wondering if I should throw it in the trash.

Battery cable tube clamp? It's in the general vicinity...

Yep - that's the clamp for the battery cable tube setup.....and it's wired to the "flat plate" that is part of the setup. The clamp itself was attached to the "flat plate" (ie - mounting plate) with a short sheet metal screw.....the wire you have runs through the holes that the screw goes into.
