06 B = Build Date of 2nd wk (B) of June 1971 (6th month)
The rest is again for assembly plant purposes and not much known significance to options or accessories, hope this helps.

Oh and that is your cowl tag info, your VIN would be on the driver's side top corner of dash, visible from outside the car through the windshield.
