The bumper on the 65 was actually designed to be used to lift the care when changing tires.
But to me it looks as if he is reinstalling the bumper. Looking at the wheel the car is not off the ground at all and there is a large gap between the
top of the bumper and the fender, so i think he is lifting the bumper up into place.

It also looks like he’s holding the bumper in place with his head. Who knows what is actually going on here. 65’s aren’t the only years the bumper Jack was used to change the tire, all cars I know of were jacked up by the bumper in the day.

Good thoughts. My revised guess is that he's pulling the bumper for paint, and the floor jack is an extra pair of hands.
