key switch operation

aftrer putting my steering column back together, ( I removed the 'nub' for the column shift) it seems that the iginition can only be turned off in the park position. Is this correct ? Of course I don't have the engine and tranny in, so I can't connect everything to be sure. It's just that while I rotate the column 'bowl' by hand, the key will onlyl go to 'off' when I turn the bowl all the way to left ????????

You should be able to turn the key to the off position in any shifter position. It only locks, which also locks the steering wheel and the column or floor shifter, when you put the shifter in park.
The key won't come out unless it's in park.
