Possibly an antifreeze leak. You should be able to smell it if its leaking.

Is it only near the defrost ducts? If so, suspect leaking heater core or moisture from working AC or water in the AC box cause by rain or washing.
If it is across the whole lower WS, suspect plastic outgassing. That is a common occurance and sice the bottom of the WS is close to the dash, that could be the issue..

This can often be caused by excessive application of Armor-All or similar products to the dash board.

Plastics contain chemicals that continue to evaporate (outgas) long after the parts are made. These chemicals condense on the windshield, forming the fog. Same goes for coatings like Armor All. Even if you've never used it, the previous owner may have. That's what happened with my Allante. Never could keep the windshield clean.

I have that problem with my rear window fogging. I recovered the interior with new headliner and pkg tray covered with the same mat'l as the seats. So I use fine steelwool and window cleaner to remove it. Be carefull around painted surfaces with the steelwool.
