Why is it a "bad" cowl tag?

The "F" indicates a Sable vinyl top. The "2" before the "F" was used by Oshawa to indicate a vinyl top. A "1" before the letter would have indicated a convertible top. Other Fisher plants apparently didn't feel the need to point this out, as the body style code would have told you if it was a convertible or not.
