There is a space between the middle row W073295 space C
and a on the bottom row s4-091 space 3000

sorry guys the ml was for my f85 column

J = Forest Mist
2 = Black Vinyl Roof
W = 330 ci
073295 = engine unit #
C = Dec. '65 Build Date
ML = F-85 Platform With 2 bbl V8 and Jetaway Auto
Not 100% sure on the rest, maybe Kurt (Wmachine) will chime in. I think it should have 5 characters at the bottom right being from Lansing, Mich. Maybe a )3000?

3000 translates a number of options on the car. You can find this info in the '66 Product Information Manual (aka Assembly Manual) on Wild About Cars in the Library. There is a page that covers the POP.
