70 w30 question

No you couldn't. The ralley pac was also an option, it included the tic-toc-tac, speedometer and the temp/oil/fuel gauge. it was not actually included in the W30 package. Many folks think the gauges, rear wing on the hardtops and the sport steering wheel were part of the W30 package - they were all options

Joe's probably right again. I'm sure as he said someone slapped in the gauge, that doesn't mean its not a W30 though. Problem is it is easier to prove a W30 is not a W30 than to prove it is.
F Heads is a good start but those can be bolted.
What are the first few numbers of the VIN? If is says 344870M it may be as all W30s were made in Lansing and that is what the M designates.
What is the number on the carb? on the drivers side back end of the carb
how about on the distributor
does it have red inner fender wells
does it have the ram air hood
does it have sport mirrors (left and right side mirrors)
Since I unfortunately have never had a 4-speed car I'm not sure about the trans on those cars but I do think you cold have special ordered the same 4-spped trans on any 442, the W30 auto had a secific tag on th trans
As you can see everything on a 4speed W30 could have been bolted on.
