is there anyone who has the knowledge of steering column that can offer me assistance on how to restore these

What exactly are you trying to do.? Is this a tilt wheel ? Do you want to Replace the upper shaft bearing, install new switches, paint or all of the above...

 

thanks for responding to my post. I am restoring a 68 Cutlass Convertible. i Just removed the original steering wheel 68 only i see there is a canceling cam and plunger for the horn maybe they should be replaced and i am checking to see for play in the bearings seems like there is a little maybe its normal . I will have it painted and install a sport steering wheel with simulated plastic woodgrain

 

Keep in mind the steering wheel needs to be installed & tight to ck for bearing play,that preloads the bearing ,Usually they don't go bad. There should be 2 turn signal cancelling springs. [left & right] or a plastic collar with arms for the left & right side,is this a tilt wheel & are you having any type of problems with this IF SO WHAT ????
IF the turn signals cancels & works ok & the horn works & there is no movement in the wheel & ignition switch is ok I would clean it & paint it and call it done.
