1969 Cutlass Under carriage chassis black color code
Does anyone have the correct color code for the fire wall, under carnage and suspension black Also I am doing a frame off restoration what parts get the black and what parts are plain steel and what parts are plated (nuts bolts etc.).

You're overthinking this. There is no specific formula or code for the undercarriage black.
Generally accepted standard for GM cars is a 60% gloss or "eggshell" finish. It came to the factory in 55 gallon drums and I can promise it was the cheapest paint GM could buy. In other words, whoever gave them the best price on it.
Except for underhood areas very little of it was sprayed. They floated a layer of their cheap black paint on a vat of water, then dipped a rack of parts into the vat. When the rack was lifted out of the vat, the cheap black paint coated the parts. Water blisters, runs and all.
Lot of people forget the only reason chassis and engine components were painted at all was to keep things from rusting long enough to get the car sold.
