1966 exhaust heat riser position

1966 exhaust heat riser position

My spring is not functioning, the weight is always in a down position even after engine is warmed up..spring just hangs there. My question is two fold, is the inner valve open or closed when the weight is pulled down from gravity? I could take the exhaust pipe off to see but if someone knows that would be great..second part of the question, I live in Florida, do I really need the damper at a
lon exhaust?

I believe that is a counter weight there and gravity would want to pull down the butterfly to open. The bimetallic spring pulls the weight up when it cools closing the flap.... I would say it is stuck open and if you haven't had an issue yet in Florida you don't need it to operate.
