Because of some designer's brainfart in Olds' effort to hide all the fasteners!
If you've ever looked close at the back side of a 64 bumper (62-68 for that matter) you've seen how the bracket mount is welded to it with only a dime-sized hole to drain water, mud, snow slush etc that gets trapped behind it. That stuff stays in there for a few years, next thing you've got a bumper rusting out from the back side.

This bumper went off auction on Ebay last week...I thought I saw another one, maybe not as nice, around the same time for less money. They're out there. Just not necessarily cheap!
