Is the Fusable Link the same as the in-line 30A fuse that comes off the horn relay near the battery ?
I'm a bit confused on this.
My 71 Cutlass vert has the in-line fuse that comes of of the relay and goes directly to the AC Blower motor relay on the firewall.

The inline fuse holder is dedicated to the high blower speed relay. The fusible link is near the junction block post on the main feed to fuse block and usually has an "enlarged" (for lack of a better word) sleeve on that section of wiring.
If you have your CSM wiring diagram handy you can see the two wires clearly, and it usually has a drawing of how the wires attach to the junction block post.

Not the same. The fuse inside the holder is the "fuse".
A fusible link is only a wire, no fuse. The fusible link is a section of wire usually with larger softer insulation that internally is a smaller AWG than the rest of the wire in the same piece. Since it is a smaller AWG it will be sacrificial and only the section of fusible link will burn out in an overload situation. Think of it as the weak link in a chain that will be the first to break so the rest of the chain doesn't.
