turn signal cam ground to column?

turn signal cam ground to column?

I replaced the turn signal cam in 1972 cutlass and behind it is a small piece with a flat piece of copper inside clear plastic located in the steering column.

I have attached images, can anyone help me with the name of it and possibly know if it is a ground?

The turn signals did not work when I re-assembled the column, I suspect it is due to this piece being broken.

That's the switch that causes the buzzer to go off if you leave the key in the ignition. It has nothing to do with the turn signals. I usually leave it out to avoid the annoying buzzing problem. This isn't the cause of your turn signal problem.
