My left turn signal started to blink slower and slower and has finally stopped butmy right is fine. Is it the flasher? I only thought there was one flasher . Why wouldn't they both be out

The same flasher works both sides. You have a problem with a bulb, socket, or wiring on the LH side.

Where is the lamp housing in question located on your car? On a '68 Delta 88 the cornering lamp was an option on the bottom of the fender just forward of the front wheel.
