The person I bought my 84 Cutlass removed a lot of things, desmogged it, and replaced the carb. They left behind a lot of the old wiring harnesses and connectors such as the carb plug ins.
I tested all of them to see which have constant 12v in ignition and there was only one which I used for my electric choke.

As for hiding them, close the hood. There, out of sight.
You can cut back the connectors and use electrical tape to keep the wires loomed. I suggest you keep the connectors though. You might want to return the car to OE specs in the future.
Those are a combination of emissions control connectors (including the CCC Qjet connectors) and the A/C connectors. The emission harness is a stand-alone that runs through a grommet below the HVAC box. You can remove that entire harness and ECU without affecting the rest of the harness. Randomly cutting wires is a good way to screw something up. If you don't plan to use the A/C ever, I'd tie those up out of the way. You still need parts of that harness to operate the blower motor for heat and defrost.

Without a doubt, this is the cleanest method. If I remember correctly, there is one wire that needs to be grounded for the cruise control to work. I think it’s the ground for the vehicle speed sensor. If you don’t have cruise, obviously not a concern.
