That connector goes to the pin switch on the door jamb for your dome light. If it doesn't work, this is why.

I don't know if light works. it is a shell right now. I bought the car in boxes, so tracking things down, and finding all the parts is taking a lot of time,The one thing I over looked, door jam switch, thanks Joe.

Why would someone cut it? Because someone was a moron.

I suggest you get your hands on a 1970 Chassis Service Manual, which has the color coded wiring diagram in Chapter 12.

Is that the steering column connector?

Hi. On my 72 the yellow and black wire traced back to the seat belt warning system. Mine was cut further down the line.

The OP's 1970 doesn't have a seatbelt warning system, which is why one needs to look at the correct wiring diagram in the CSM.

I have those connectors as well. Still trying to figure them out. I have wires to my pin switches but the wires are different colours, lights work fine. Hopefully someone will recognize them.
