Horn and Charging Issue

I've been chasing a parasitic draw on my 66 Delta 88 for almost 6 months now. I recently reconnected my horns for the first time since the issue started and discovered that the horns no longer work. They were disconnected because they would blare consistently if the battery was connected. Since the horn relay is part of the junction block, is there any chance that the relay is my problem? Is there a way to check before spending the money on a new junction block?

Most likely the issue is in steering wheel or column. Disconnect the black wire from the horn relay.

Apply 12 volts directly to each horn terminal with the body or bracket of the horn grounded. They should honk. If they do, it's either the relay, horn button or wiring. Use the process of elimination to find out.
