Fuel gauge stays on "E"

I changed over to a rally pac on my 1967 442, including a brand new harness, and printed circuit board. Since that time, my fuel gauge stays on the empty side. I have replaced the tank unit with a new one, and have tried several used dash gauges, but no joy. Facing the dash from the front, I have power on the left side of the gauge, and can light a test light using that side, and either of the other two mount points which must be grounds. I found and aquired a "dash ground" wire from one of the repro places thinking I had a dash ground issue, but I don't know where to put it. I don't have any more ideas, so I am hoping someone has run into this before. If relevent, the temp gauge doesn't work in the rally pac.
Thanks for any help!
