Remove the tan wire from the sender and see if it goes past full with the key on. If it does then your circuit is working right but your grounded somewhere at the tank or sender.

If you ground that same wire with the key on it will do exactly what your gauge is doing when it's connected to the sender. Whats happening is the circuit is finding a ground and not reading through the sender. All your wiring from the tan wire back to the gauge is fine, so your problem is either the sender or the sender wiring.
