Can you still buy A/C relay? Heater Resistor? EDIT: OK, NOW add 'rear defogger relay', as it sounds like that adds yet another exciting aspect to his.
I don't see it in Fusick's, but maybe I'm missing it.....
(Note/Edit: The rear defogger issue might be adding to the 'no slow speed fan' issue as well based on some other posts. It appears to me that the defogger wiring has been hacked, and may or may not be contributing to the other issue with no low speeds on fan.)

Rockauto has them - AIRTEX Part # 1R1216. 10 bucks. This was used on my 72, also.
In 72, the rear defogger and high AC relays were the same (per assy manual), so yours may be also - just compare the terminals and shape.
RA has the relay connectors, too, if yours are hacked beyond use.
The blower resistors should be available locally - common replacement part.
I did not see them at RA though...
