72 Cutlass A/C Fan Blower switch

72 Cutlass A/C Fan Blower switch - High Fan does not work.
The top pin on the back of the switch has nothing connected to it - there is a loose single pin connector with a medium green wire hanging loose. Could that be for high fan?

Also, on the left (driver) side of the A/C control panel there is a 3 or 4 pin connector with brown, medium green and BRIGHT GREEN wires. The insulation on the BRIGHT GREEN wire is partially melted. Any idea what that wire is for?

Excellent.

That diagram should have all you need to know.

Note that from your brief description, nothing that is going on would affect the operation of the fan on High, and the wires in question do not sound like they are in the right places (for instance, there is only one color green in the dashboard control).
