70 Supreme electric windows???

Are the electric windows on a 70 supreme supposed to be operational without the ignition been turned?

NO. There is a power relay inside the left door jamb that operates when the ign. is turned on...or acc...

So I need to replace the relay?
The windows have power continuously, don't know if the battery is been drained but I'm guessing it is.
