Check that same wire at the plug on the steering column. If it doesn't blink there its probably your directional switch.

So far you've done a great job of troubleshooting - you've shown that the problem is not in the tail light housing or it's wires. Just don't stop there. Keep checking each connector in that wire up to the dash until you find the problem. Same process with the test light on the terminal.

Found Problem Ground Issue at Speedometer cluster
Coming from the bottom steering column with the hazard switch on I found the yellow wire that goes to left rear Stop Hazard Turn Test light blinked as it should Dark green wire Right side Stop hazard turn signal (Problem Side) Blinked ? ???? Still no lights at right rear.
Took gauge cluster cover off and saw where I ran a ground wire to tach screw that mounts it to make factory tach work years ago Put jumper wire from it to speedometer cluster screw and solved problem
Thanks for your time to help figure this out Thanks
