1984 Oldsmobile delta 88 power steering leak

I have an 84 delta 88, and it has sat for eight years, I recently restored the car so it is running but not sure what it needs to pass safety. The car runs and drives but I have no clue why it leaks, also I want to improve HP on the current 307 any ideas?

Most power steering leaks are hose related.

visual inspection is a good way to spot a leak. Spray the area with brake cleaner to remove most leakage, then operate the system briefly and look for fresh juice. Follow it up and forward until you find the wet spot, typically pressurized. Check the hose connections for tightness and the hoses for aging, cracks, etc. Leaks at crimped ends.... High pressure crimped end is most likely.

Actually, on several of my 1980s cars, the leak has been due to the front seal on the pump. As Chris points out, figure out where the leak is coming from then replace the offending parts. Everything is readily available.
