Power seat
Sounds like the clutches aren't engaging (or maybe cables are damaged).
Non-engaging clutches could be electrical or mechanical.
You should pull the seat, take apart as described in the Fisher Body Manual (may be in the regular Chassis Service Manual for '64, I don't recall), clean it all up, and test it to find the problem.
These things can usually be corrected by a good clean-up and lube.
If anything's broken, the parts are practically universal across all divisions, over more than 20 years.

I have pulled apart several power seat transmissions and every one of them have the original grease all gummed up and will not shift. They are not hard to rebuild if you take your time. also as Eric mentioned, the book will help on this one because it has an exploded view of everything. the next thing i see is the little motors on the seat tracks are gummed up with decades of gunk. I would pull it all out and clean everything real good and put it back together and see what you have. I bet it will work.
