1990, OLDS D88 Royal

I have OLDS D88 Royal 1990y. I think the climate control work not properly, because A/C compressor is running even if the temperature outside drop down to the minus degrees (Celsius).
What is happened?

I believe the compressor will run if you have the windshield defroster on.
