1954 Oldsmobile Horn Problems
Pat, Does your horn (should be horns) work if you jump a hot lead to the horns for a start. If yes check for juice at the horn relay, both sides where they attach at the junction., if yes on the inside under the dash near the top of the steering column there should be a pair of wires with bullet connectors check there, if yes remove the steering wheel and check if you have juice at the base. Quite often the grounding shield (big black rubber donut) has deteriorated and will need to be replaced but when it goes generally the horn will go off on it own when you touch the wheel.
I don't have my book here so this may be out of order all this is from my foggy memory. There should be a washer a plate and a bakelite disk that holds a spring and a detent in a cup that makes the connection from the horn ring to the ground on the wheel. If anything will get lost it would be that spring or the bakelite disk sometimes crack and fall apart. Sorry this is so longwended a picture is worth a million words and I used up most of them..... Here's an old thread that shows the parts of a 1955 steering wheel/horn button assembly. Tedd, I'm thinking this would be the same or similar as the 1954?

Pat, you said you already have the rubber horn cushion. Fusick also has them.
