the kick down is electric. as far as "passing gear" it is just the next lower gear than the one you are in. if you are in second gear and stomp it, it should go to first gear if you are going at a low enough speed. this would make your first gear and passing gear the same thing just at a different speed. with your info it will be hard to say what the problem is because so many things can cause this. i feel like you may have two differant problems. one could be your switch may need adjusted at the throttle peddle. i had a 400 that would not shift to 3rd gear and it was the piston in the 3rd gear clutch pack. i also had one that would not shift into 3rd gear that had a problem in the valve body. so it is hard to say.
